(From the Bloomberg piece) “Though it appears more confident that problems have been resolved, the situation remains unclear,” Credit Suisse Tokyo- based health-care analysts Fumiyoshi Sakai and Toshiyuki Tateno said in a report yesterday.

.... which means "they may NOT!" Still sounds like a coin toss to me
