Bayer is way behind the times. In my consulting work I have been hooking up sponsors with contract manufacturers (cGMP credentialed of course) exclusively for the past 11 years. Once I show them the cost benefits of actually doing the work outside their own shop, and once they get around the internal politics, I'm usually able to shave them 20-30% of time to market, and in this business time is money.
